I am going to be unemployed

You can register as an unemployed job seeker either online, on E-services of Job Market Finland or by filling out a paper form on Suomi.fi website. If you register online, your job search is effective immediately. If you use a paper form, your job search will start once you have handed in your form over at the TE Office.

Register as an unemployed job seeker at the latest on your first day of unemployment. You can also register before or after you become unemployed. Please note, however, that you will receive unemployment benefit from the registration date on, at the earliest.

When you have registered as a jobseeker, you can then apply for unemployment benefit from Kela (the Social Insurance Institution of Finland) or your unemployment fund. There are three different types of unemployment benefits, but you can only receive one type at a time.

Basic Unemployment Allowance (Työmarkkinatuki):

• Applied for through Kela.
• You can receive basic unemployment allowance if you do not meet the employment condition 
• You can also receive basic unemployment allowance even if you have already received the maximum period of basic daily allowance or earnings-related daily allowance 

Basic Unemployment Allowance (Peruspäiväraha):

• Applied for through Kela 
• You can receive basic unemployment allowance if you meet the employment condition 
• It can only be paid if you are not a member of an unemployment fund or if your membership has lasted less than a year.
• The allowance is the same for everyone, regardless of the salary

Earnings-Related Unemployment Allowance:

• Applied for through your unemployment 
• You can receive earnings-related unemployment allowance if you are a member of an unemployment fund and meet the employment condition
• The amount of the allowance is determined based on your salary

After registration, the TE office will direct you either to City of Tampere Employment and Growth Services or Pirkanmaa TE Office.

The local government pilot on employment (i.e. your municipality of residence) includes the following groups as its customers:

1. Unemployed jobseekers, those currently unemployed, and individuals participating in employment-promoting services who are not eligible for earnings-related daily allowance 
2. All individuals under 30 years old, regardless of whether they receive basic unemployment allowance, basic daily allowance or earnings-related daily allowance
3. All non-native speakers and immigrants, regardless of age or the specific unemployment benefit they receive

If you are the customer of the local government pilot on employment, you will receive information about it. The transition to being a client of the pilot happens automatically, and you do not need to contact your home municipality or the TE Office separately.

For immigrants in the integration period, centralized services are provided by Tampere’s International Talent Attraction and Migration Services within the Pirkanmaa pilot area. After the integration period ends, service is provided by the home municipality like for the other non-native speakers.

As a customer of the local government pilot on employment, you will receive services that support your employment.

Your OMA coach:

• Assesses your situation, goals, and service needs.
• Plans together with you a tailored path back to work based on your objectives
• Assists you in job searching
• Provides guidance in official unemployment-related matters
• Monitors your progress

The OMA coach is familiar with the local job market and needs. They also work and have the support of a multi-professional community.

When you have registered as an unemployed jobseeker, you have the right to public employment services and unemployment benefits if you meet the eligibility criteria.

Unemployment benefits are reciprocal, meaning that in addition to rights, you also have obligations. Follow the instructions and deadlines provided to you, and respond to any inquiries promptly. This ensures that your unemployment benefits remain uninterrupted.

• Report all changes on the E-services of Job Market Finland regarding your employment; for instance, starting to work or study or change of contact details.
