Underground parking and driving connections in the city centre
The large underground parking facilities in the centre improve the accessibility of services, retail, jobs and events by car, while also allowing the city above ground to be developed as a pleasant environment with smooth connections. Underground solutions guarantee easy access and a pleasant urban environment in central Tampere as the city and the volume of traffic continue to grow in the decades to come.
New underground connection on Viinikankatu and the first P-Hämppi expansion
The next measure in the underground development scheme is to implement an underground driving connection on Viinikankatu Street, which will serve as an easily accessible entrance to underground parking when arriving from the south and east, in addition to enabling the continued development of the underground street network in the future. The new underground driving connection will run through a zone allocated for tall construction and will also have connections to several other projects that are underway in the area. In order to ensure the functionality and accessibility of the transport network and underground parking facilities in the city centre as traffic in the area increases, it is essential that the Viinikankatu underground connection be implemented simultaneously with the first expansion that is in the works for P-Hämppi.
The first P-Hämppi expansion is linked to the simultaneously prepared Asemakeskus project, which entails the decommissioning of the current above-ground P-Asema parking facility at the Railway Station. According to the plans, the expansion will be built under the current P-Asema building and Rautatienkatu Street.
The future underground solutions are in accordance with the underground local detailed plan for the city centre that was ratified in 2022.
The decisions have been made – planning and implementation are next
In 2024, the City Council approved the City’s share of the costs of the Viinikankatu underground driving connection, as well as the financial bonds, investments and plot sales related to the P-Hämppi expansion. Planning for the new driving connection is currently underway, and the next phase will be the implementation. The aim is to launch the first phase, which is to say the preliminary works, during 2025. The construction will be coordinated with the renewal of the nearby Kalevansilta Bridge.

P-Hämppi expansion
P-Hämppi has established itself as a popular parking option in the city centre, and the aim is to expand the facility in two future phases.
