County and municipal elections 2025

The county elections and municipal elections will be held at the same time on Sunday 13 April 2025. The advance voting period is from 2 to 8 April 2025.

  • Municipal councils elected in municipal elections decide on the activities and finances of the municipality, as well as the use of municipal services. The council is the body with the highest decision-making power in the municipality. In the 2025 municipal elections, 67 councillors and their deputies will be elected to the Tampere City Council for four years. The term of office of the City Council begins on 1 June 2025.
  • In the county elections, the councillors are elected to the county councils responsible for organising the health and social services and rescue services of the wellbeing services counties. The county council is the highest decision-making body in the wellbeing services county. In the 2025 county elections, 79 councillors and their deputies will be elected to the County Council of Pirkanmaa Wellbeing Services County for four years. The term of office of the County Council begins on 1 June 2025.

Voting right in municipal elections

In municipal elections, entitled to vote is a person who has turned 18 years old no later than on the election day and who is

a) a citizen of Finland or another EU Member State, or Iceland or Norway, and whose municipality of residence the municipality in question is on the 51st day (21 Feb 2025) before the election day; or

b) a citizen of another state whose municipality of residence the municipality is on the 51st day before the election day, and who has had a continuous municipality of residence in Finland for two years on the 51st day before the election day; or

c) in the service of the EU or an international organisation operating in Finland, and who is a resident in the municipality in question on the 51st day before the election day, provided that their data has been recorded in the Population Information System at their request, and that they have notified the Digital and Population Data Services Agency in writing no later than 52nd day before the election day that they wish to exercise their right to vote in municipal elections. A family member of such a person has the same right.

In county elections, entitled to vote is a person who has turned 18 years old no later than on the election day and who is

b) a citizen of another state whose municipality of residence is one of the municipalities belonging to the wellbeing services county in question on the 51st day before the election day, and who has had a continuous municipality of residence in Finland for two years on the 51st day before the election day; or

Tampere Central Municipal Election Board

In Tampere, the Central Municipal Election Board is responsible for organising the elections. It consists of five members: Chair Tero Arvonen, Vice-Chair Miia Rajamäki, Noora Hinkkanen, Pentti Hupanen and Tiina Jalava. The secretaries of the Central Municipal Election Board are Lawyer Juha Perämaa and Lawyer Katja Korhonen.
