Project Grant for Community Activities

The grant can be applied for by associations and non-profit organizations, adults (18 years or older) as private individuals, resident groups, and unregistered organizations. Housing companies, businesses, and cooperatives can also apply if the activity to be funded is non-profit.

If the applicant is an unregistered working group, the group’s contact person and their bank account will be listed as the applicant. The other group members must be named in the application, and they share joint responsibility for the grant.

Business applicants are subject to the city's general guidelines.

The same applicant or applicant organization can generally receive a one-time grant only once per year.

• For activities open to everyone, although the activity may have a specific target group. The activity should reach a broad audience within the community's target group.
• For the costs of the aforementioned activities, events, or projects, such as material, marketing, and venue expenses, as well as fees.
• For projects with well-thought-out content, feasibility, and a realistic budget.
• For projects that ensure physical and social safety, considering the nature of the event or activity.

• For personal working grants.
• For internal activities of a group or organization.
• For activities that generate profit or whose primary purpose is fundraising, including events aimed at collecting funds for charity.
• For recordings, publications, and audiovisual productions intended for sale or created with profit-making goals.
• For food and drink offerings intended for sale, distribution to a limited group, or events that include the serving of alcohol.
• For maintaining services produced by the city.
• For investments or the acquisition or renovation of fixed assets or real property.
• For prizes. However, small, "insignificant in value" items and non-monetary prizes, such as trophies, medals, caps, candy bags, or coffee packages, as defined by tax authorities, and not considered taxable income, are acceptable.
• Primarily for exhibition activities.
• For costs arising from writing a chronicle or other preparatory work.

Applications open on the 7th of 2025, via an electronic application form available on the city's website. The application process will remain open throughout 2025 as long as funds are available.

The application must be submitted at least fourteen (14) days before the event or project takes place. The grant should primarily be applied for using the electronic application form. If completing the electronic form is not possible, the applicant must contact Tampere City's Registry Office.

• The project's level of planning and feasibility
• The estimated number of participants
• The openness, accessibility, inclusivity, and ecological sustainability of the activity
• The balance between self-funding and the event or project's expenses

The decision on the one-time grant is made by the Director of Education Services. The applicant will be notified of the decision via email. The grant may only be used for the purpose specified in the decision. If the grant decision does not specify the purpose in more detail, the grant must be used for the purpose mentioned in the application.

The grant is paid after receiving a detailed report on its use. The grant may also be paid in advance to the applicant for a justified reason. The report on the use of the grant must be submitted within two months after the completion of the activity.

A brief report on the use of the grant must be submitted using the city’s electronic form. The report must be submitted within two months after the activity ends. The report should include the receipts for the expenses incurred from the use of the grant. The grant recipient must retain the receipts for one year from the payment of the grant in case of any spot checks.

If wages or fees are paid from the one-time grant, the applicant must provide the payment receipts related to salary payments along with the usage report form, showing that the applicant has taken care of pension contributions, unemployment insurance fees, and other mandatory payroll costs in addition to paying the salary. It is recommended that wages and fees be paid using the palkka.fi system, especially for individuals and working groups. Accepted receipts include verified copies of the original receipts.
