The local master plan draft will be presented at a public event on 7 February 2024 from 17.30 to 19:30, and you can meet the planners at a local Christian school on 8 February 2024 from 14.00 to 18.00. Feedback can also be given through a map survey while the local master plan is open for feedback.

The need to change Nurmi-Sorila's local master plan is linked to the development of the tramway network from the Tampere University Hospital in Kauppi to the east towards Kangasala. The plan is to build a new residential area along the new tramline in Ruotula. This requires moving the golf course currently in the area.
The Nurmi-Sorila local master plan under revision entered into force in 2016. The plan envisaged a new district of 13,000 inhabitants with a centre on the shore of Lake Näsijärvi in Nurmi. The revision of the local master plan aims to create a plan solution for around 4,000–5,000 new residents, which enables the construction of a golf course, the improvement of local services and the provision of good public transport services in the area.
The golf course in Ruotila will be discontinued, and a land for the replacement golf course will be reserved in Nurmi. The current Nurmi-Sorila local master plan does not as such allow for a golf course in the area, which is why the plan solution is being revised. The revision of the local master plan concerns the area between the Sorilanjoki river and Highway 9 in Nurmi.
Content of the plan draft
In the plan solution, the most intensive construction work is carried out in the central area of Nurmi, while the less intensive construction in the peripheral areas is integrated into the existing structure. The centre is located around the intersection of the Kaitavedentie road and the new bypass in Nurmi.
The local master plan allows for the development of services and a wide range of housing in the area, from apartment buildings to singly-family and detached houses. However, Nurmi as a whole is dominated by single-family houses.
A new commercial area and employment areas are located near the intersection of the new connecting road and the bypass. Grocery trade can be established in the area of central functions or in the services area along the bypass.
The golf course is included in the plan draft on a gently undulating field on the west side of the Kaitavedentien road. An indicative general plan of the golf course has been prepared during the planning process to support the dimensioning of the areas reserved in the master plan. The aim is to have a full-scale professional golf course, and the plan takes into account the safety instructions and safety distances set for golf courses.
In the master plan draft, the most valuable elements of the cultural environment have mainly been excluded from the construction and designated as areas of landscape value. Significant natural values and archaeological sites as well as key ecological connections have also been excluded.
The network of large recreational areas enables interconnected outdoor routes to regional trails and shore areas. These will be planned in more depth in the detailed plan phase.
Public events and a map survey
Interested parties can provide feedback on the Nurmi plan draft and its preparatory materials from 18 January to 16 February 2024. A public event open to all interested parties will be held in Nurmi on 7 February 2024 from 17.30 to 19.30 at the Tampere Christian School at Ketarantie 4, where the plan solution will be presented and discussed. In addition, the land-use planner's reception will be held on 8 February at the same location between 14.00 and 18.00.
Feedback on the draft plan can be given by sending your opinion to the Registrar's Office of the City of Tampere by e-mail or letter and by responding to the map survey. During the feedback period, you can find the plan solution and its materials on the city's website and at the service point at Frenckellinaukio 2 B.
Stages of the master planning process
The plan solution has taken shape based on the objectives set for the plan during the preparation phase, the structural model selected as the basis for the plan solution, the studies carried out, the impact assessment conducted during the planning process, joint working meetings of representatives of the authorities, the city and the consultant, and the city's internal workshops.
After the feedback period ends, responses will be prepared and, if necessary, corrections will be made based on them. The aim is to make the local master plan proposal available for public review in summer 2024. The approval stage of the plan will take place at the end of 2024.
The revision of the Nurmi-Sorila local master plan is the basis for more detailed land-use planning, or local detailed planning, which continues the work on the Nurmi local master plan. The local master plan has been prepared as consultancy work directed by the city.
