What the local government pilots on employment are?
Local government pilots on employment are carried out in Finland between 1 March 2021 and 31 December 2024. A total of 25 pilot regions consisting of 118 municipalities in Finland will participate in the pilot. The pilots are based on the act on local government pilots promoting employment.
In local government pilots on employment some of the job seekers will transfer as customers to municipalities’ employment services while some receive their services from the TE Office.
You will become a customer of a local government pilot if:
- your home municipality is part of the regional local government pilot
- you have registered as a jobseeker, and you are unemployed, laid off, or if you are employed or enrolled in a service promoting employment
- you are not entitled to earnings-related daily allowance or
- you are under 30 years of age, immigrant or foreign-language speaker
Which municipalities participate in the local government pilots on employment in Pirkanmaa?
The following municipalities participate in the local government pilot on employment in Pirkanmaa: Akaa, Hämeenkyrö, Ikaalinen, Juupajoki, Kangasala, Kihniö, Lempäälä, Mänttä-Vilppula, City of Nokia, Orivesi, Parkano, Pirkkala, Punkalaidun, Pälkäne, Ruovesi, Sastamala, Tampere, Urjala, Valkeakoski, Vesilahti, Virrat and Ylöjärvi
During the pilot, the municipality of residence carries responsibility of providing TE services, i.e. public labour and business services for their customers. Transferring customers will be notified in person. The aim of the local government pilots on employment is to promote employment and increase the employment rate.
What are the benefits of local government pilots on employment?
The pilots aim to increase employment among unemployed job seekers and to direct them to training and education more effectively. The pilots create new solutions to ensure availability of skilled workforce.
Municipalities enhance their customer service. This means, among other things, reaching out promptly to an unemployed individual. If employment is not possible straight away, the client will be directed to services based on his or her service needs assessment. The services can be provided by a multi-professional network of experts.
During the pilot, customers will receive services in their municipality of residence and personal assistance from their OMA coach. Job seekers’ employment prospects will be improved as municipalities work closely with various working life connections, businesses, organisations as well as business development services, and are able to safeguard the availability of skilled workforce for local enterprises and business sector.
The participating municipalities will build new services for their customers during the pilot. New services will be developed in cooperation with employment services, educational organisations, enterprise and business development services, social and healthcare services, private actors, associations, foundations and the State. A job seeker customer’s individual service needs can be better identified with the help of new services.
How will I know whether I am a customer of a pilot or the TE Office?
You will become a customer of a local government pilot if:
- your home municipality is part of the regional local government pilot
- you have registered as a jobseeker, and you are unemployed, laid off, or if you are employed or enrolled in a service promoting employment
- you are not entitled to earnings-related daily allowance or
- you are under 30 years of age, immigrant or foreign-language speaker
Transferring customers will be notified automatically.

I am in the target group and the change concerns me. What should I do?
Customers are transferred automatically to the pilot - in other words, you do not have to do anything. If you are a customer of the local government pilot on employment, you will be personally notified. Your municipality of residence will contact transferring customers by letter or e-mail.
New customers registering as unemployed job seekers online on the E-services of Job Market Finland will be notified in conjunction with their registration process,. The ones using a paper form will receive an info letter in due course from their municipality explaining the transfer to the pilot and giving further instructions. The TE Office will direct customers covered by the pilot to the municipality as customers. Paper forms are available online on Suomi.fi website.
If you have earlier arranged appointments with Pirkanmaa TE Office in conjunction with job search, services or tasks, remember to see to them as agreed in time in order not to interrupt your unemployment benefit. Report all changes regarding your circumstances on the E-services of Job Market Finland, for instance if you start to work or study or if your contact details have changed. How do I register as an unemployed job seeker if I am in the pilot group?
Contact Pirkanmaa TE Office and register as an unemployed job seeker. You can use E-services of Job Market Finland for registration.
The TE Office will direct pilot customers to the municipality as customers.
I relocated to Finland. Where can I get help for my job search?
Services for immigrants during their integration period are managed by the Tampere International Talent Attraction and Migration service in the Pirkanmaa pilot region.
If your municipality of residence is included in the local government pilots on employment in Pirkanmaa region and you still have some time of your integration period left, you will get assistance in employment-related matters from the International Tampere Skills Centre. If your integration period has ended, your municipality of residence will help you with your job search.
I am under 30 years old and recently completed my studies but not yet found a job. What should I do?
Register as an unemployed job seeker on the E-services of Job Market Finland at the latest the day after graduation. You can register also in advance. It is worth your while to register even if you had already agreed on a summer job.
Once your registration has been processed, you will be asked to submit a photo of your qualification, diploma or certificate.
When you have registered as an unemployed job seeker, you can then apply for unemployment benefit from Kela (the Social Insurance Institution of Finland) or your unemployment fund.
To receive unemployment benefit, you must apply for and be able to accept full-time work.
