Services of the International Tampere Skills Centre

• OMA coaches provide personal service to clients in job seeking, integration training, and education.

• Integration processes are part of the service: evaluation of service needs and initial assessment, decision making processes (e.g pay subsidy) and redirection to relevant employment and educational services.

• The OMA coach discussed the client's need for education, and if necessary, guides them to competence mapping. OMA coaches may also guide the client to the services of Pirkanmaan hyvinvointialue, the joint municipal authority for social and health services in Tampere Region or other support services.

• After the integration period, the OMA coach from the client's municipality of residence will be responsible for their services, such as employment and activation plans, and guidance towards services supporting employment and education.

Competence mapping is  organized during a three-day period (around six hours altogether). The service includes personal education and career guidance, as well as evaluation of one's skill level in the Finnish language and one's readiness for studying.

The competence mapping service is especially suitable for clients who have already attended the integration training for migrants, or for clients who have already lived in Finland for a while and need to improve their skillset in order to get employed.

Career and study counselling services provide you with support and advice if you are planning to start studying. You can get information about different branches, educational possibilities and how to fund your studies.

Initial assessment is an interview, where we find out about your study- and work history, your language skills and other things factoring your integration and employment. If needed, additional steps like testing language skills or reading and writing abilities can be taken if necessary. The goal of the initial assessment is to evaluate which services are most suitable for advancing your integration and employment. During the assessment, an integration plan is made where all the agreed services and actions will be listed. 

Integration plan can be made if needed and less than three years have passed since your first residence permit.

The purpose of integration plan is to support you in meeting your goals and your integration. Usually a plan is made for Finnish (or Swedish) studies considering your readiness for studying and for services, that support your employment the most. A plan can also be made for studying reading and writing in your own language or for studies of the Finnish society.

The goal of integration training is to help you achieve adequate skills language-, society-, culture- and self-management -wise. This will help you to manage in everyday life (like shopping or running errands at different bureaus) or to move in to work life, professional education and to wholly part-take in the society.

During your integration period you an also study independently. You can apply for suitable studies yourself or Tampere Employment and Growth Services can offer you a place for the studies. The studies can be basic studies, language studies or professional studies. Usually the organizer of the studies selects the students from applicants. 

It is important to report your studies to your OMA coach before starting the studies, so you can receive unemployment benefits during your studies.

The goal of vocational labour market training is to improve the job seeker’s professional skills, his/her opportunities to find work or to maintain a job, and to improve their ability to be self-employed.  Vocational labour market training that promotes professional capacities also aims to satisfy the needs of enterprises and other employers for a skilled workforce, as well as to support them in situations of restructuring and other changes.  Training is also provided to meet the needs of the labour market.

The aim of the vocational labour market training is to offer training that promotes professional preparedness and employment.  It can take the form of basic vocational or professional qualifications, diploma components, further or continuing vocational qualification modules, further or continuing education, entrepreneurship training and integration training.

Wage subsidy is a benefit for employers granted by City of Tampere Employment and Growth Services for the salary expenses of hiring an unemployed job seeker. 

The goal of wage subsidy is to support the employment of a job seeker, who has shortages in their professional skillset or disabilities hindering their work. Even though the benefit is granted and paid for the employer, granting of the benefit is always based on the job seeker's service need.

A wage subsidy is financial support that the City of Tampere may grant to an employer to cover the wage costs of an unemployed jobseeker and as compensation for the time spent on supervision of work.  The person to be employed must be a resident of Tampere and a client of the Pirkanmaa municipal pilot programme for employment.

• For you the wage subsidy is an opportunity to also get work for which your professional skills are not quite sufficient, or if you have a disability or illness that affects your work.
• Work supported by the wage subsidy is always either a normal job or training as an apprentice.  The employment can be open-ended or fixed-term, and either full- or part-time.
• You will be paid according to the applicable collective agreement or, if no applicable collective agreement exists, the prevailing and reasonable wage for the job in question.
• Your employer may receive pay subsidies for up to 30%, 40%, or 50% of your pay costs.

As a client of the City of Tampere Employment and Growth Services, you may be eligible for unemployment benefit for full-time independent study.  Independent study means education and training that is provided by an educational institution that manages the selection of students.   The City of Tampere Employment and Growth Services do not procure the training nor select the students for the education and training. Unemployment benefit is paid to you from an unemployment fund or by the Social Insurance Institution (Kela) for the period of study to be supported, based on the statement given by the City of Tampere Employment and Growth Services.

If you are planning to study on your own, the City of Tampere Employment and Growth Services will assess your training needs, as well as the impact of your intended studies to improve your employment opportunities. Your studies will be supported by unemployment benefit only if it is assessed that you have a justified need for education or training, that the studies will significantly improve your chances in the job market, and that they are the best way to promote your employment. Furthermore, the criteria regarding studies must be fulfilled.

Tampere Employment and Growth Services can compensate travelling and accommodation expenses relating to job search. If you are unemployed, Tampere Employment and Growth Services can compensate expenses coming from travelling to job interviews in Finland or in the EU-/ETA-area. The job applied for has to last at least two weeks and the working hours must be at least 18 hours per week.

Discretionary cost compensation can be granted, if unemployed customer is not entitled to cost compensation by the payer of the unemployment benefit or based on some other law. Cost compensation can also be paid when attending the following services:

• labour market training
• job-seeking and career counselling
• study- and work-try out

Cost compensation is only paid from the days one is attending the service and for max. five days per week. Cost compensation is not paid from holidays or days absent.
