Welfare Development Programme

The aim of the Welfare Development Programme is to promote the well-being of Tampere's residents and reduce well-being disparities. The development programme will help to solve the well-being challenges of Tampere residents and reform the city's practices by using effective operating models and cooperation structures. The Development Programme will run from 2024 to 2027.

The Welfare Development Programme implements the Tampere Strategy

In line with the City Strategy and the Mayor's Programme, the measures in the Welfare Development Programme emphasizes the City Strategy’s focus areas of equal individuals, active communities, and pioneer of the future. It will reinforce the city's changing role in promoting well-being and health. In this new role, the city will act as an enabler of co-creation, a builder of partnerships and a driver of markets for well-being.
 

 All will be based on knowledge and data

The Welfare Development Programme will seek solutions to well-being challenges by strengthening work to promote well-being and health and by narrowing the well-being gap between residents. The well-being challenges to be addressed will be selected through effective use of well-being data and the experiences of residents. This knowledge will be used to predict and respond to well-being challenges and phenomena through a multi-stakeholder approach.

The programme has been prepared in broad stakeholder cooperation with the City of Tampere, the Pirkanmaa Welfare Region, the third sector and parish actors, business, universities, educational institutions, research and development institutes and residents. The programme's measures will be promoted through cooperation in large networks and ecosystems.
