The Tipotie social and health centre is located in the Amur district, less than two kilometres from the city centre. It is easily accessible by car and public transport.

The building has a leasable area of 13 467m2 and is leased to the Pirkanmaa Welfare Region on a 20-year lease. Completed in 2013, the building is designed to serve a wide range of functions under one roof.

Conditional offers

Tenders must be submitted by 4 February 2025 at 3 pm by email to the registry of the City of Tampere (kirjaamo). Message reference: Tipotien terveysasema tarjous (Tipotie Health Centre tender).

The conditional offer must include at least:

  1. The purchase price, expressed in euros and free of debt.
  2. Description of the main hypothesis of the pricing and valuation method
  3. Description of the source and terms of financing
  4. Description of any hypothesis, which could lead to changes in the price offered
  5. Confirmation that the investor can meet the proposed timetable or offer of an alternative timetable
  6. Description of the investor
  7. Description of Due Diligence requirements and scope
  8. Information on investor's internal approval process and timeline
  9. Other conditions and/or restrictions, if any

The City of Tampere, as the seller, reserves the right to accept or reject offers and to request clarifications.

Site visits will be organised after the submission of the conditional offers to the shortlisted entities at a date to be specified.

Detailed bids

Detailed bids must be submitted by 3 pm on 4 March 2025 or at a date and time to be specified after the submission of the conditional offers. The method of submission of the detailed bids will be specified at a later date.

Letter of intent and due diligence

On the basis of the revised bids, an investor will be selected to sign a letter of intent and be granted the exclusive right to carry out a full Due Diligence and enter into final negotiations.

Deed of sale and land lease agreement

All the binding terms of the transaction will be agreed in a deed of sale of the leasehold and the building, to be concluded between the seller and the buyer. At the same time, a land lease agreement will be signed between the parties for the lease of the property (register number 837-104-67-13). The deed of sale will be interpreted in accordance with Finnish law.

The City of Tampere will make a decicion on the sale in accordance with the City of Tampere's administrative rules; transactions of less than € 2 million will be decided by the Housing and Real Estate Committee, and transactions of more than € 2 million by the City Council.
