A working group has been appointed for general upper secondary education, the purpose of which is to update the previous service network survey completed in 2019. The new survey will be completed in spring 2023, and the matter will then be referred to the Committee for Competence and Economic Development.

The working group will map out different options that offer flexible facility solutions for the needs of general upper secondary education, which is currently being reformed, in 2030. The working group is tasked with assessing the manner in which flexible learning paths can be offered to the growing number of students in the future and ensuring a safe and healthy learning environment. The working group will also comment on the organisation of English-language general upper secondary education in Tampere.

The report applies to the City of Tampere's own general upper secondary schools. The City of Tampere upper secondary schools include Hatanpää Upper Secondary School, Sampo Upper Secondary School, Tammerkoski Upper Secondary School, Tampere Upper Secondary School for Adults, Tampere Classical Upper Secondary School, Tampereen lyseon lukio High School and Tampere High School of Technology.

Students to need more premises for on-the-job learning

A reform of the service network is needed, as there are many changes taking place in the general upper secondary education operating environment. Population growth in the region requires the definition of additional premises. The working group will determine different options that offer flexible facility solutions for the needs of general upper secondary education, which is currently undergoing reform.

The increased lengthening of students' studies also has also brought a growing need for new solutions. New functional solutions are also needed to meet students' individual needs and increase their well-being in general upper secondary schools.

The population plan laid down in the City of Tampere strategy as well as the region’s demographic development in coming years have been used as the basis for the survey of the reforming service network.

The background study for this plan includes, such things as, a capacity study of the existing facilities, personnel and student surveys, and national plans and reports.
