The proposed plan could bring a new sculptural landmark on Itsenäisyydenkatu 2 at the end of Hämeenkatu street

The revised proposal for the alteration of the detailed plan for Itsenäisyydenkatu 2 was made available for viewing at the Committee for City Planning and Infrastructure Services on 18 March 2025. The aim of the new construction is to create a sculptural landmark at the end of Hämeenkatu street. The proposed detailed plan and its appendices, including the applicant’s improved reference plan, will be available for viewing from 20 March 2025.

The three-storey commercial and office building located on the plot will be demolished. The new building will have a 4–5-storey base and a 24-storey tower. The altered plan concerns the high-rise construction area of Tampere.

The high part of the building will add to the city’s silhouette and join the partially finished set of new buildings, as it will be built between the Torni hotel and the Luminary residential tower, being slightly higher than the other two towers. 

Revised plans

The proposed detailed plan was previously available from 23 November 2023 to 5 January 2024, after which the plan was improved based on feedback, especially with regard to building massing and architecture. In the new proposal, the tall building is narrower to the West on Hämeenkatu street’s side, and wider towards Itsenäisyydenkatu street. The base section has been partially recessed on Itsenäisyydenkatu street. According to the proposed plan, the construction must be of a particularly high quality.

Other areas of feedback were also taken into account, such as how well the base fits with Tullikamari and what the wind conditions are like. The reference plan presented an alternative lighter façade. The local detailed plan does not contain a binding provision on the colour of the building, but it includes provisions on the slope of the building, for example.

Multi-purpose service and accommodation facilities

The proposed plan for the block allows for commercial, office, accommodation, production and service facilities suitable for the cultural environment as well private and public spaces for cultural and recreational activities. Residential facilities are not allowed. The adaptability and versatility of the facilities must be taken into account.

In the applicant’s reference plan, the new building would contain services and commercial, office and accommodation facilities as well as passages between the tunnel and street levels in the neighbouring area. 
Compared to the current plan, the total building right for the area will increase almost fourfold, as the new plan allocates a total of 20,900 square metres of building right, some of which are entirely or partially underground.

The planning highlights objectives of preserving a valuable built cultural environment and the construction of a high-quality public urban space.

Part of the reformation of the station block

The change to the local detailed plan is further connected to the Tampere passenger railway yard and central station projects. On a broader scale, the key objectives are the renewal of the urban structure and cityscape of the area, streamlining travel chains and improving the conditions for walking and cycling.

The station block is developed through several projects in cooperation between the city, the state and private landowners in the region. According to a preliminary estimate, construction will begin in spring 2025. First step will likely be the renewal of the Customs intersection bridge, that is, the bridge parallel to Ratapihankatu street crossing Itsenäisyydenkatu street, as part of the Tampere passenger railway yard project.

Progress of the plan process

The plan proposal will be available for public review from 20 March 2025. The Tampere City Planning and Infrastructure Services Committee will decide on approving the change to the local detailed plan after the plan has been publicly reviewed, the feedback has been processed, and any needed changes have been made. 

The local detailed plan will be submitted to the City Board and the Council for approval once the agreements related to the implementation of the plan have been approved.
