Declarations
City of Tampere has signed several international declarations and commitments to advance topics, that are of particular interest and importance at global and local level.
Covenant of Mayors for Climate & Energy Europe
Covenant of Mayors for Climate & Energy Europe is an energy and climate agreement initiative by European Mayors. City of Tampere signed the updated objectives of the initiative in autumn 2021.
Signatories endorse a shared vision for 2050, which aims to achieve the targets of the Paris agreement and European Union’s updated and more ambitious climate policy at a local level. The signatories commit to target climate neutrality, fair transition, and also act towards the adaptation to climate change.
Covenant of Mayors initiative was originally launched by the European Commission in 2008, and the city of Tampere joined first time in 2009. The initiative became global in 2016, and City of Tampere signed the follow-up commitment in 2017.
Circular Cities Declaration
The European Circular Cities Declaration is designed to help accelerate the transition from a linear to a circular economy in Europe, and thereby create a resource-efficient, low-carbon and socially responsible society.
The Declaration has been developed by a broad partnership of stakeholders to ensure that the vision and commitments contained are ambitious, yet achievable, and reflect the needs of all.
City of Tampere signed the declaration in 2020.
Declaration on Citizen Engagement
Declaration on Citizen Engagement is an initiative led by Eurocities network and signed by the Mayors and city leaders belonging to the network. Declaration on Citizen Engagement aims to build a more citizen focused European society. Participative democracy is highlighted to support the representative democracy to respond to concerns such as climate change, social cohesion, housing and employment.
The citizen engagement is strengthened by involving citizens in a dialogue about the common future, inspiring all levels of government to build societies where people come first and making a positive impact on the way decisions are taken in Europe.
City of Tampere signed the declaration in 2019.
European Charter for Equality of Women and Men in Local Life
Achieving gender equality is one of the United Nations Sustainable Development Goals and also a target for European Union. Cities and municipalities can sign a European Charter for Equality of Women and Men in Local Life to advance equality at a local level.
The aim of the charter is to achieve comprehensive equality, for example by decreasing discrimination and stereotyping of women, and improving women's participation in decision-making processes.
City of Tampere signed the charter in 2010.

Green City Accord
The Green City Accord is a movement of European Mayors committed to making cities cleaner and healthier. It aims to improve the quality of life for all Europeans and accelerate the implementation of relevant EU environmental laws. One of the aims of the Accord is a functioning circular economy where materials are kept in circulation via recycling, fixing, and repurposing them.
By signing the Accord, cities commit to addressing five areas of environmental management: air, water, nature and biodiversity, circular economy and waste, and noise.
City of Tampere joined the accord in 2022.
International Carbon Pricing Call
The signatories of Call on Carbon call on governments to back their net zero targets with effective, robust, reliable, and fit-for-purpose carbon pricing instruments, consistent with the Paris Agreement, to facilitate a cost-efficient investment path to reach net zero emissions.
In addition, signatories call on governments to align their carbon pricing instruments where appropriate to create a stable and predictable investment environment.
Finally, the signatories call on governments to finalize the rules for international market mechanisms under Article 6 of the Paris Agreement to support cost-effective mitigation efforts, create a level playing field and minimize carbon leakage while enabling greater ambition.
City of Tampere signed the Call on Carbon in 2021.
Join, Boost, Sustain Declaration
Join, Boost, Sustain Declaration calls on joining forces to boost sustainable digital transformation in cities and communities in the EU.
The declaration was initiated by Eurocities, Open and Agile Smart Cities (OASC), the European Network of Living Labs (ENOLL), and the Finnish Presidency of the Council of the European Union. They called upon all official representatives of governments and public administrations at local, regional, national and European level in the European Union to agree on some principles and actions. The aim is to better take advantage of all possibilities of digital technologies to improve the quality of life of European citizens.
City of Tampere signed the declaration in 2020.
Milan Urban Food Policy Pact (MUFPP)
The Milan Urban Food Policy Pact is a commitment launched by the city of Milan in 2015 and already signed by hundreds of cities around the world. The pact encourages cities to focus on their own role in a sustainable food system, to strengthen their work on the issue and to share the best practices with other cities in an international network.
The City of Tampere signed the commitment in 2024 and is committed to developing a socially, ecologically, and economically sustainable food system.
