International networks
City of Tampere is an active member in several international networks and organisations. Most of the International organisations do have an annual membership fee, and Tampere City Council makes the decisions on Tampere's participation in these organisations. International networks do not typically require a membership fee.
CIVITAS
CIVITAS is one of the flagship programmes helping the European Commission achieve its ambitious mobility and transport goals, and in turn those in the European Green Deal. Through peer exchange, networking and training, CIVITAS fosters political commitment and boosts collective expertise, equipping cities to put mobility at the centre of decarbonization. CIVITAS was launched in 2002, and since then it has enabled local authorities to develop, test and roll out measures via a range of projects.
Districts of Creativity Network
The Districts of Creativity Network unites regions around the world to share and develop practices on stimulating cross-disciplinary creativity in society to foster innovation and prosperity. Network, founded in 2004, brings together regions and people around the world to promote and use the power of creative thinking and to identify new ways of combining knowledge, technology and resources.
Energy Cities
Energy Cities network was created in 1990 and represents nowadays more than 1 000 local governments in 30 countries.
The main objectives of the Energy Cities are to:
• strengthen the skills in the field of sustainable energy
• influence the policies and proposals made by European Union institutions in the fields of energy, environmental protection, and urban policy
• develop and promote the initiatives of the members through exchange of experiences, the transfer of know-how and the implementation of joint projects
ERTICO - ITS Europe
ERTICO – ITS Europe is is an Intelligent Transportation System (ITS) organisation in Europe. It was founded in 1991 at the initiative of 15 industry leaders and the European Commission to fill the gap between research and deployment of mobility services on roads. ERTICO – ITS Europe is a public-private partnership of 120 companies and organisations representing service providers, suppliers, traffic and transport industry, research, public authorities, user organisations, mobile network operators, and vehicle manufacturers. The work of the organisation focuses on Connected & Automated Driving, Urban Mobility, Clean Mobility, and Transport & Logistics.
Eurocities
Eurocities is a network of major European cities. It brings together the local governments of more than 140 Europe's largest cities and over 45 partner cities, that govern more than 130 million citizens across 39 countries. Eurocities influences and works with the European Union institutions to respond to common issues that affect the day-to-day lives of Europeans. Eurocities aims to shift the focus of EU legislation in a way which allows city governments to tackle strategic challenges at a local level. In addition, Eurocities provides a platform for its member cities to share knowledge and ideas, to exchange experiences, to analyse common problems and develop innovative solutions through a wide range of forums, working groups, projects, activities and events.
Tampere Central Region (Tampere, Nokia, Pirkkala, Kangasala, Lempäälä and Ylöjärvi) joined the Eurocities network in April 1996.
IAEC - International Association of Educating Cities
Educating Cities started as a movement in 1990 based on the first International Congress of Educating Cities. Group of local governments set for themselves a common goal of working together on projects and activities for improving the quality of life of their inhabitants. In 1994, the movement was formalized into the International Association of Educating Cities. City of Tampere joined the association in 1996 and is accompanied by over 500 member cities in 36 countries on all continents. The headquarters and the secretariat of the IAEC are based in Barcelona, who is also largely responsible of the economics of the association.
IAEH - International Association of Event Hosts
The International Association of Event Hosts (IAEH) exists for representatives of international destinations to collaborate together to generate the best possible value from hosting major sporting and cultural events and provide a voice for ‘not for profit’ hosts of events. IAEH provides a platform for members to learn from the successes and challenges of major events, share knowledge and generate greater long term social and economic benefits from hosting events.
ICLEI – Local Governments for Sustainability
ICLEI – Local Governments for Sustainability is a global network founded in 1990, including more than 1750 local and regional governments committed to sustainable urban development. ICLEI influences sustainability policies and drives local action for local low emission, nature-based, equitable, resilient and circular development.
City of Tampere is an active member in ICLEI and takes part for example in Cities for Climate Protection –campaign.
The environment policy of Tampere was presented in ICLEI’s Members in Action book showcasing best environmental practices in municipalities all around the world.
ICOM - International Council of Museums
ICOM is an international organisation of museums and museum professionals, which establishes professional and ethical standards for museum activities. As forum of experts, it makes recommendations on issues related to cultural heritage, promotes capacity building and advances knowledge. ICOM raises public cultural awareness through global networks and co-operation programmes. ICOM is the only global organisation in the museum field.
IFLA - International Federation of Library Associations and Institutions
The International Federation of Library Associations and Institutions (IFLA) is the leading international body representing the interests of library and information services and their users. IFLA was founded in Edinburgh back in 1927 and now has more than 1500 members in over 150 countries around the world.

MaaS Alliance
The Mobility as a Service (MaaS) Alliance is a public-private partnership creating the foundations for a common approach to MaaS. The main goal of MaaS Alliance is to facilitate a single, open market and full deployment of MaaS services.
MetropolisNet
MetropolisNet is a European organisation dealing with the topics of local development through exchange, knowledge and experimentation of strategies, projects and programmes across the EU. It forms a network of different types of organisations developing and implementing local strategies for employment and social inclusion in a number of European cities.
Nordic Smart City Network
The Nordic Smart City Network is a collaboration initiative joining five Nordic countries, and currently 20 Nordic cities with a common goal to explore the Nordic way to create liveable and sustainable cities.
The Nordic network shares experiences and best practices, aiming to make the cities better for the citizens.
OASC - Open and Agile Smart Cities
Open & Agile Smart Cities (OASC) is a non-profit, international smart city network that has the goal of creating and shaping the nascent global smart city data and services market.
Collaboration between the cities enables developing smart city applications and solutions to several cities at once. OASC offers a global network for cities around the world to share best practices and to compare results. OASC was established in 2015, and the City of Tampere has been a member from the very beginning.
Procura+
Procura+ is a European sustainable procurement network that has been developed by and for procurers and staff dealing with sustainability and innovation issues in public authorities.
Network consists of European public authorities that connect, exchange and act on sustainable and innovation procurement. The City of Tampere joined the network in 2016 is accompanied by more than 40 public authorities around Europe. Procura+ is managed by ICLEI – Local Governments for Sustainability.
UNESCO Global Network of Learning Cities (GNLC)
The UNESCO Global Network of Learning Cities is an international policy-oriented network, which aims to advance the best practices of lifelong learning. The UNESCO GNLC consists of 220+ cities from all parts of the world. The network supports and improves the practice of lifelong learning in the world’s cities by promoting policy dialogue and peer learning among member cities; forging links; fostering partnerships; providing capacity development; and developing instruments to encourage and recognize progress made in building learning cities. City of Tampere joined the network in September 2020.
Urban Air Mobility Initiative
The Urban Air Mobility (UAM) Initiative aims to contribute to the creation of a market for urban air mobility that brings together cities and regions with companies, allows innovative urban mobility solutions to be showcased, and supports, where possible their replication at scale.
WHO Age-friendly Cities
WHO Age-friendly Cities was established in 2010 to foster the exchange of experience and mutual learning between cities and communities worldwide. regarding ageing citizens. The members of the network are committed to promote healthy ageing and high quality of life of aged citizens.
