Municipal and private day-care centres provide full-time and part-time early childhood education.  

Full-time early childhood education and care

Childcare for more than 5 hours a day, with the child present every weekday of the month.

Part-time early childhood education and care

• contract days

10 days/month, 10 days per month, 50% of the full-time rate

15 days/month, 15 days per month, with a fee of 75% of the full-time rate.

• Early childhood education and care time up to 5 h/day

The daily early childhood education and care time of a child may not exceed five hours. The client fee is 60% of the full-time rate.

• Early childhood education and care time up to 20 h/week

A child's ECEC time may not exceed 20 hours per week. The fee is 50% of the full-time rate.

The municipality also organises evening and 24-hour care.

Activities include small children's clubs and open family clubs.

Open early childhood education is a good option for families who do not need full-time early childhood education but want to offer their child regular group activities. The activities of the clubs follow the early childhood education plan of the city of Tampere.

Children's play clubs are intended for children from Tampere between the ages of 2 and 5. In the clubs, the children work with the instructor of the club time. A club place is applied for with an electronic application in the online service of the early childhood education eVaka Tampere system. One club session lasts about three hours and a child can participate in a maximum of 12 club sessions per month. The clubs are free of charge.

In open family clubs, children and parents work together with the club director. You don't need to apply for a place in an open family club, they are open to all families with children.

Clubs for children and families

The child can be cared for at home by one of the parents or another caregiver, for example a relative with home care support. Support can be applied for by a family whose child under the age of 3 is not in early childhood education organized by the municipality and for whom private care support is not paid. Support for children's home care is applied for directly from Kela and includes care money and an income-related care supplement.

Child care support forms include home care support, private care support and municipal supplement for disability support under the age of 16.

According to the subjective right to day care, families have the opportunity to apply for a municipal day care place, home care support or private care support for their child. With childcare subsidies, the child can be cared for at home by one of the parents or, for example, a caregiver hired at home.

The Tampere supplement for home care support was discontinued from the beginning of 2014 by the 2014 budget decision.

With home care support, children at home can participate in open early childhood education clubs.

Caring for a child at home

When a family hires a caregiver at home for a child, it can receive support for private care. The support includes care allowance, income-related care allowance and municipal allowance. The condition for receiving support is the municipality's approval of the employment relationship.

The family is looking for a caregiver themselves, who must be of legal age. The carer may not be a family member living in the same household or during the parental allowance period.

Two or more families can hire a nanny for their children together, if no more than four of the children to be cared for are under school age.

After concluding an employment contract with the caregiver, the family arranges a meeting with the early childhood education customer service coordinator.

The nanny is obliged to come to the meeting and show his/her identity and possibly a criminal record extract (more than 3 months of employment).

Support for private care is applied for from Kela using the WH1 form. In addition, the WH2 form must be filled in, on which the coordinator notes the municipality's approval of the work contract.

The private care subsidy applied for by the family is paid from Kela directly to the caregiver, and Kela collects advance tax (WH1) on this portion.

The family's task is to take care of the withholding of the remaining part of the salary and to pay the statutory employer's fees for the entire salary amount. These include TAEL, accident insurance, unemployment insurance, group life insurance and social security payments.

Temporary early childhood education can be a maximum of five (5) days per calendar month. You can inquire about it directly from the kindergarten director. Temporary early childhood education does not affect the family benefits paid by Kela.
