A new IT partner for integration services for the Tampere region municipalities
The municipalities in the Tampere region and Netum Oy have signed an agreement for the provision of regional integration solutions and services. The procurement agreement covers nine municipalities: Hämeenkyrö, Kangasala, Lempäälä, Nokia, Orivesi, Pirkkala, Tampere, Vesilahti, and Ylöjärvi. Each municipality’s group also includes numerous enterprises and companies, many of which are entitled to utilise the procurement unit’s services. The contract for the provision of these services is valid for an indefinite period.
The aim of the procurement is to implement new and modern integration solutions that meet the current and future integration needs of the Tampere region’s municipalities. Integrations and application programming interfaces (APIs) enable the automatic sharing and movement of data from one application to another. For example, student information in schools is needed across various systems: data is transferred to the library system, for meal entitlements, and certificates are transferred to the archive.
– Integration technologies are becoming an increasingly important part of organisations’ digital infrastructure, leading to faster, more flexible, and more secure interconnections between information systems. With the agreement made with Netum, integration solutions will be more firmly under the control of the Tampere region’s municipalities, improving visibility and easing lifecycle management, says Director Maria Nikkilä.
The tender was carried out using the negotiated procedure in accordance with Section 34 of the Public Procurement Act, with four suppliers selected. Netum was chosen as the partner based on the overall comparison scores. Netum’s subcontractors include Frends Technology Oy, which provides the integration platform, and Devikone Oy, which acts as a partner in service provision.

IT cooperation in the Tampere region has been ongoing since 2008. The regional cooperation includes Hämeenkyrö, Kangasala, Lempäälä, Nokia, Orivesi, Pirkkala, Tampere, Vesilahti, and Ylöjärvi.
It is exceptional in Finland for nine municipalities to work so closely together. This cooperation has made it possible to improve the efficiency of ICT procurement both financially and operationally. The aim of the municipalities in the Tampere region is to make efficient use of the ICT skills and resources of each municipality.
