Tampere, like many other areas in Finland, faces a mismatch between job vacancies and available workers. Despite numerous job openings, there are still many unemployed people. This issue stems mainly from the lack of detailed information about job seekers' skills and employment readiness. At the same time, companies often advertise open positions with overly high requirements that do not reflect the realities of the job market.
The City of Tampere aims to improve the alignment of job vacancies, training opportunities, and available talent by enhancing data management and data quality.
AI to connect job seekers, employers, and training opportunities
Tampere's goal is to develop an AI solution that analyses the regional talent pool, helping to match suitable job seekers with available positions in the Tampere area. Additionally, the AI will provide job seekers with personalised information about any further training they may need. This AI solution is being developed and piloted in collaboration with HeadAi Oy.
The talent pool consists of available workers, job vacancies, and the local education offerings. A digital twin will be created from this talent pool. The AI will analyse data to recognise qualifications, work experience, and other skill-related terms. It will match available workers with the skills needs of the job market and report on the regional situation – whether there are enough skilled workers or if additional training is needed. The AI can also identify specific upskilling opportunities tailored to each individual job seeker.
Pilot phase focuses on algorithm performance and data quality
Tampere is currently in the pilot phase of development. During this phase, the AI system will be developed using anonymised data on jobseekers in the Tampere region, which has been received from the KEHA Centre, the development and administration centre for ELY Centres and TE Offices.
