The need for digital development comes from several sources: in the longer term from Tampere's strategy and the Mayor's Programme, in the four-year timeframe from the Digital Map and service plans, and in the day-to-day work, when city employees come up with ideas to do things even smarter.
Needs and ideas are recorded in a system called a needs portfolio as project ideas. The project ideas are examined and assessed to see if they are critical and worthy of further work.
Project criteria in Tampere
At least three of the criteria must be met:
- Non-standard and temporary work
- Creating something new or changing something old
- The planning and implementation of impacts, objectives, measures, timetable and costs are monitored
- Workload resource > 50 person-days
- Total cost > 50 000 €
- Interdepartmental boundaries are crossed
- Involvement of external partners
- External funding from the city
